Co-Director, Outreach, based in LICADHO’s office in Phnom Penh
The Cambodian League for the Promotion and Defense of Human Rights (LICADHO) is a non-governmental, non-profit and non-political human rights organization established in July 1992. With a central office and four regional offices, LICADHO aims to promote human rights and the rule of law.
LICADHO is seeking a highly qualified candidate to fill the position of Co-Director, Outreach, based in LICADHO's Phnom Penh office. This role is one of the two most senior roles in the organisation and is responsible with the Co-Director Operations for the overall management and future direction of LICADHO. Both these roles work under the supervision of LICADHO's Governance Board. The specific purpose of this role is to lead advocacy and fundraising activities in the organisation. The successful applicant will lobby domestic and international stakeholders on human rights issues in Cambodia; and work with the financial team and organisational staff to fundraise and ensure LICADHO's financial, human, and material resources are met and optimised to support its key functions.
Work Responsibilities
- Proven ability to liaise effectively at the highest level with foreign diplomats, United Nations agencies, policy makers, the private sector/corporations, media, and other stakeholders in-country and abroad on key human rights issues and cases.
- Ensure LICADHO produces accurate, evidence-based public and private advocacy materials, including reports, international complaints, open letters, videos, joint statements, etc.
- Attend key meetings and workshops when required in order to liaise with partners and funders to build and maintain relationships to facilitate better cooperation.
- Work closely with the Operations Director and key management to ensure the security of partners and staff in times of human rights and political crisis.
- Work with the Operations Director, board members, management committee and/or other senior staff to draft, edit, and finalise key external correspondence to funders, civil society organisations, embassy representatives, private sector/corporations, and other international stakeholders.
- Review calls for funding proposals to determine if they align with the organisation’s needs; assist in donor reporting requirements and organisational capacity to determine suitability of LICADHO’s operations.
- Provide key guidance on grant requirements, contractual obligations, and best practices for grant management.
- Collaborate closely with program teams to coordinate the collection, analysis, and timely submission of progress reports and supporting documentation to funders and others.
Qualifications
- Advanced university degree in relevant field(s).
- At least 5 years of working experience at high level management in human rights institution(s) and/or aligned sectors.
- Proven abilities and skills with fundraising and high-level lobbying on key human rights issues at local, regional, and international levels with civil society organisations, grassroots groups, United Nations agencies, the private sector, diplomats, and policy makers.
- Excellent Khmer and English language skills, both oral and written.
- Ability to lead a diverse team with integrity in a difficult work environment; to respond proactively and strategically and to be disciplined, honest, and hardworking.
