This morning, monks from the Independent Monk Network for Social Justice (IMNSJ) gathered in Battambang town to call for an end to deforestation in Prey Lang forest.

The group of monks, led by Venerable But Buntenh, urged authorities to conserve Cambodia’s natural resources, particularly the endangered Prey Lang forest. The event was the latest in an ongoing campaign to protect Prey Lang. In July, monks from IMNSJ, together with other land activists, had submitted a petition to the Forestry Administration demanding an end to illegal logging in the forest.

This morning, three activists from NGO Mother Nature were again denied bail after an Appeal Court hearing in Phnom Penh.

The three – Try Sovikea, 23; Sun Mala, 23; and Sim Samnang, 28 – were arrested on August 17 amid an ongoing campaign to end alleged illegal sand dredging in Koh Kong. They have been charged under Article 424 of the Penal Code with threatening to cause destruction, defacement or damage and ordering others to do so, and are currently detained in Koh Kong prison.

The bail verdict came after more than a month of sustained protests outside Koh Kong provincial court calling for their release, as well as for the resolution of other Koh Kong land conflicts. The activists were first denied bail by Koh Kong provincial court on August 31.

Two men from Andoung Trabek community were tried by Svay Rieng provincial court this morning under charges of clearing state forest as dozens of security forces, as well as soldiers, mobilized outside to prevent about 40 of their supporters from gathering.

Suon Seiha and Suon Hongly were charged under Article 97 of the forestry law in 2012 as an intimidation tactic against Andoung Trabek community, who have repeatedly contested multiple land-grabs by local authorities – allegedly including forestry administration officers – which date back to 2008. The verdict of today’s trial is due on 23 September.

The deployment of soldiers, which obstructed the community gathering in support outside the court, has become common practice in Svay Rieng whenever authorities perceive a risk of communities gathering in the provincial town.

This morning, imprisoned activist Ouk Pich Samnang was convicted of intentional violence and obstructing authorities - in defiance of testimony and lack of evidence - and sentenced to a further two years in prison relating to an October 2014 protest.

He was arrested following a protest outside the Prime Minister’s house by a Preah Vihear community calling for a solution to their land conflict. Police arrested him as he tried to recover from injuries caused by beatings from security guards during the protest, in which several other protesters were injured, including one who was hospitalised. No one has faced legal action for the excessive force used to disperse the protesters.

During his trial, not one civil party or witness who testified identified Ouk Pich Samnang as using violence, including the chief of the Daun Penh district security guards, and three civil parties actively said he was not responsible for their injuries. He was convicted nevertheless under Articles 218 and 503 of the penal code as well as being fined four million riel and ordered to pay 10 million riel in compensation to the civil parties.

ADHOC, LICADHO and CLEC are outraged by the detention of 17 protestors, NGO staff and media workers in Koh Kong's provincial police station and call for their immediate release. The 17 were detained in the midst of a gathering calling for a solution to Chi Kha Kraom community’s land conflict. The gathering involved 50 youths and land activists who had also participated in daily peaceful protests against the arrest and imprisonment of three activists from NGO Mother Nature since August 19.

Supporters of three arrested activists from Mother Nature have been blocked from entering Koh Kong city to protest their arrests.

The three activists – Try Sovikea, 23; Sun Mala, 23; and Sim Samnang, 28 – were arrested on August 17 amid an ongoing campaign to end alleged illegal sand dredging in Koh Kong. They have been charged under Article 424 of the Penal Code with threatening to cause destruction, defacement or damage and ordering others to do so, and are currently detained in Koh Kong prison. About 40 supporters, who were planning to gather outside Koh Kong provincial court to protest their arrests, have been blocked from entering the city by military police. Another 45 supporters, who managed to enter the city before the road block was in place, are protesting the arrests outside Koh Kong prison.

This afternoon, about 250 farmers from Svay Rieng, Sihanoukville and Takeo gathered at the National Assembly in Phnom Penh to submit petitions relating to land disputes in Sihanoukville and Svay Rieng.

One petition called for the National Assembly to conduct an investigation into ongoing land disputes in Svay Rieng, including alleged corruption by officials in the sale of farmers' land to companies which has prevented farmers from obtaining land titles. The second petition called on the National Assembly to address ongoing land issues in Sihanoukville. Some of the land conflicts date from 2011, and together have affected nearly 2,000 families across the two provinces. After the farmers submitted the petitions, members of National Assembly committees agreed to investigate the disputes.

Authorities blocked a group of about 200 people from Romeas Heak district in Svay Rieng from going to Phnom Penh to join the rally this morning.

In March 2003, the Cambodian government unveiled a potentially progressive land policy with the aim of transferring land to landless and poor Cambodians – Social Land Concessions (SLCs). LICADHO recently investigated a $13 million SLC project, called LASED, that was implemented by the Cambodian government with support from the World Bank and the German development agency GIZ. In direct contrast with the rosy conclusions reported by both agencies, LICADHO found that the project largely failed to benefit rural poor Cambodians.

In March 2003, the Cambodian government unveiled a potentially progressive policy with the aim of transferring land to landless and poor Cambodians – Social Land Concessions (SLCs). However, some of the first SLCs were implemented with a total disregard for the legal framework and failed miserably.

LICADHO recently investigated the Land Allocation for Social and Economic Development (LASED) project which was meant to prove that SLCs could contribute to reducing rural poverty by transferring land to landless Cambodians for residential and farming purposes.

This morning, around 700 members of communities affected by land disputes gathered in Siem Reap town to march and submit a petition to the provincial governor. Around 100 police and military police prevented the group from marching, citing the possibility of traffic disruption and also stating that the governor was not in the office. This afternoon 17 community representatives were allowed to meet with the governor whilst the other community members waited outside.

The petition listed ten land cases from seven districts within the province and gave details of the number of affected families and the location of the disputed land. It also named the parties with whom the communities are in dispute, including the Apsara Authority, private companies and members of the military.

Shortly before 4 pm, 10 Boeung Kak Lake activists who were imprisoned in November 2014 were freed following a royal pardon from King Sihamoni. The release was part of the latest political deal between the ruling and opposition party leaders on Thursday.

Additional releases of opposition activists and monks are expected this coming Monday, April 13, 2015.

The Cambodian League for the Promotion and Defense of Human Rights (LICADHO) is today releasing to the public its land concession dataset and urges the government to follow suit by publicly disclosing details of all land concessions granted in Cambodia. The information released is the culmination of five years of investigation into this sector.

The Phnom Penh Municipal Court today denied a bail request for 'Free the 19' activist, Ly Seav Minh. Whilst today was originally scheduled for a trial, the judge agreed to hear a request for bail. After listening for about 20 minutes to arguments raised by the defense lawyers, the prosecutor and Ly Seav Minh herself, the judge denied bail after 5 minutes’ deliberation and without providing any reasons.

Ly Seav Minh was arrested on November 18, 2014 and has been imprisoned under pre-trial detention ever since. She is charged with the offence of violence against the possessor of immoveable property (Land Law article 253) following a complaint filed by the Khun Sea Company, a well-connected company that has long sought to oust Ly Seav Minh and her family from their property. The complaint relates to events on April 29, 2013 but was only filed at court on September 5, 2014.

After leaving the courtroom today Ly Seav Minh said, "Today I feel very disappointed about court decision because I didn’t get justice. But because I have all the support from community and NGO I feel strong and can continue to struggle for justice." Her trial was re-scheduled for 2pm on March 25, 2014. No reason was given for the postponement.

This morning, a group of more than 100 protesters from Boeung Kak, Borei Keila, Thmor Kol and Tuol Sangke communities, including around 60 children and a number of monks, gathered in front of the US embassy to call for the release from prison of their fellow community and family members. The group collected signatures in support of a request for intervention by Michelle Obama in the cases of the imprisoned land rights activists. Michelle Obama will visit Cambodia on March 21 and 22 as part of the Let Girls Learn international education initiative.

The imprisoned activists belong to a group of 19 men and women who were all arrested towards the end of 2014. Eleven of the activists were tried, convicted and sentenced within days of their arrest. The remaining eight are still awaiting their trials and are held in pre-trial detention. All 19 are detained in Prey Sar’s CC1 and CC2 prisons.

To celebrate International Women’s Day 2015 LICADHO, together with the Highlanders Association of Cambodia, organised a forum in Ban Lung, Ratanakiri for people affected by land grabbing. The forum was attended by over 100 representatives from eight different indigenous communities from within Ratanakiri and by land rights activists from other provinces around the country. The theme of the forum was the effect of land conflicts on women and the majority of the participants were women. The participants shared their experiences and ideas and many performed songs they had written telling the stories of their land disputes. We profile six of the women who attended the forum. Their stories illustrate the many hardships faced by women affected by land disputes as well as their remarkable spirit and resilience.

Today approximately 160 villagers from 19 different land communities in Preah Sihanouk province marched over 8km from Kampenh Chas community to the Provincial Governor’s Office.

The group submitted a petition requesting a resolution to a land conflict affecting the Kampenh Chas community. Today marks the end of three days of activity which began on February 22 with religious prayers. Yesterday the group marched to the Provincial Cadastral Commission to submit the petition.

Today the Provincial Governor was unavailable but community leaders met with the Deputy Provincial Governor this morning.

Grassroots activist, Alejandro Gonzalez-Davidson from local environmental Non-Governmental Organization (NGO), Mother Nature, has been deported from Cambodia on Thai Airways flight TG585, which departed for Bangkok, Thailand, at 8.35 pm this evening. Mr. Gonzalez-Davidson will then board Thai Airways flight TG948 at 00.10 am tonight, bound for Madrid.

The grassroots activist, known for his work in the Areng Valley, Koh Kong province, was arrested and forced into a car near the Phnom Penh night market by government authorities only hours after a warning was issued by Prime Minister Hun Sen during a public speech. More than 100 supporters gathered outside the Department of Immigration where Mr. Gonzalez-Davidson was held since about 2.20 pm this afternoon.

This afternoon, Alejandro Gonzalez-Davidson from local environmental Non-Governmental Organization (NGO), Mother Nature, was arrested and forced into a car near the Phnom Penh night market by government authorities only hours after a warning was issued by Prime Minister Hun Sen during a public speech. Mr. Gonzalez-Davidson was arrested shortly after 1 pm and driven in a black car, followed by bodyguards, to the Department of Immigration at around 2.20 pm this afternoon.

Mr. Gonzalez-Davidson has been at the forefront of a campaign by Mother Nature to halt the controversial development of a hydroelectric dam in Areng valley, Koh Kong province. He was denied a visa renewal earlier this month, in what has been a sustained attempt by the government to quash grassroots advocacy and silence dissent.
